When I first started with Linux, I did use vim. This may have been when I was using Redhat before I started with Debian. Anyway, I was also starting with Python. For some reason, the default vim configuration was mixing tabs and spaces and didn't show them differently. So I had different lines indented differently == syntax error. The default Emacs configuration showed them correctly and I was able to fix them. So I kind of stuck with Emacs.

That's why I started with it. I stick with Emacs because Emacs Lisp, though not really an ideal Lisp, and the Emacs runtime have made an excellent application development platform. Emacs is easily configured and customized into exactly the development platform I want because of the powerfully programmable capabilities. Add to that great applications for planning and organizing, chatting, email, and so on and it's a great platform to use.

I also have some other ideas why Emacs fits me better than vim, but I'll share them later.

I've admittedly never done any web application development, so I have no experience with any of the above.

I would be apt to pick Django or Pylons. Django is fairly popular (yes, I know, a poor metric of goodness) and I know a few that could help me with it. I know a few others that favor Pylons, and part of the reason it is appealing is that the default ORM is SqlAlchemy which seems to be best-of-breed.
