Well, that depends on your goal. Imperians are the hammer infantry, with great attack/wheat. But if you're just getting an account off the ground with raiders, you can't beat EI.

Yes, the rally point will say either Attack (for normal) or Raid.
The battle report will only say attack, but you can usually tell from how it went. -
