I've never heard of that being an issue; the east-coast imbalance is probably just one of those things. Most puzzle submissions are done over email or, in Will Shortz's case, snail mail.
Where are you sending puzzles? Are you trying to crack into the New York Times and similar outlets, or are you seeking to be hired to make a puzzle on a certain subject and/or for a certain group? In the former case, there should be no issue with geography; my first few acceptances came when I lived in England. In the latter case, it's all about making yourself findable. Maybe some clients will want someone who's "close to home," but that's not a bias for the East specifically. -

Depends on what you mean. If I could do something over exactly the same way, it'd be senior year of high school. I have a couple big regrets from that, but the fun I had far outweighs them. If I could do something over and change it, it'd be college. I had fun, sure, but the regrets are a good deal weightier.
