I'm afraid I've never heard of that one. However, I'd choose a great teacher over a great martial art any day, so if the teacher seems like somebody you'd like to learn from, go for it.

The highest rank in Taido is tenth degree black belt - 10dan (ju-dan), but nobody holds it.
We do have about 12 or 13 8dan in Japan, and there are rules/requirements decided for 9dan, so it's possible that someone could reach that rank eventually. Since some of the new 8dan are still well under 60, we'll probably see 9dan in Taido sometime in the next ten years.
As far as I know, the highest rank outside of Japan is 7dan, which is held by (I think) three people (outside Japan that is - there are many 7dan in Japan). -
Answering as Taido: convincing people that I'm a real martial art.
To speak for myself: remembering to eat when I get excited about something I'm working on. -
Ideally, at the waist, which is probably to obvious an answer.
For people with curvier bodies, the belt will tend to want to move up or down, depending on which way you happen to curve. If I had to make a blanket prescription for the 'correct' height, I'd probably say anywhere that's comfortable that puts it above the butt crack and below the navel. -
Anything you've learned is fair game. Count on whichever hokei you've been working on recently and any techniques that comprise it.
Beyond that, I can no longer give an educated answer - the standards have changed so much since my last summer camp.
The hokei for men and women may be different, but the techniques will be the same.
