That's really up to you ... if you think it's worth going to see things you haven't seen, hear things you haven't heard or meet people (especially classmates) you haven't met, then you could consider it.

Yes. You just can't rush a Greek organization your first semester on campus.

Freshmen are required to live on campus unless they are residing with parents or guardians, or at their previous official residence (for at least three consecutive months prior to admissions acceptance).

If you use the Common App, you would give a teacher or counselor the recommendation form listed at https://www.commonapp.org/CommonApp/DownloadForms.aspx to fill out. The SUNY App asks for a verification form from a counselor but not a recommendation as such.
