Too early to answer this now. If we change from StepMania's engine, the name will change. Until then it will be sm-ssc/StepMania SSC.

Not without a source code hack. See ThemeManager.cpp/ThemeManager.h in the StepMania 4 source code (specifically the IsThemeSelectable() and GetSelectableThemeNames() functions) for more information on how to achieve this. (The themes option line itself is made in ThemeChoices() in ScreenOptionsMasterPrefs.cpp.)
