thanks :) hmmmm you're kinda asking about two main topics so I'm not sure how to say this...I'm bad at explaining things well. Also these are my worst issues! I hate shading/coloring most of the time LOL. Plus I'm sure you can find a lot of better explanation online.
Well, anyway, light and shadow/shading....
I put together a short explanation:

It's very basic but I hope it helps a little.
My best advice would be to study how light and shadow works in real life. Once you kind of understand it, you could shade as you like according to your aesthetics! :)
If you're asking about how to shade (in terms of technique) that's a different lesson lol....
As for the blue used for shadow thing is not really .......a rule....
I think what you mean would be (or where you heard this) is actually use COOL colors for shadows. There are warm and cool hues of blue. Again, there is a lot of information on this online if you look up information on Color Theory or just Warm and Cool colors used in painting.
oh and also maybe you mean that black has a blueish tint?? hmmm lol anyway I pick things up from observation but also from lessons! You should take some basic drawing and maybe basic design classes if you can. Or even color theory if that's available. A figure drawing lesson would also be really beneficial in understanding how light/shadow works and you even learn about the human figure at the same time!
