Probably Doug (the Nickelodeon version), but I also liked Pirates of Dark Water (which is the first thing I thought about when the oil spill happened), Salute Your Shorts, and Pepper Ann.

Arsenic. Quick and painless.

I think that things are improving and that if we can get this oil spill dealt with that we will be doing fine. One problem is that people are being too guarded with their money. Being cautious is one thing, but not spending means the economy is not rolling... so shell out some cash people! Oh, and always tip your server.
