I'll answer this one on formspring. Scott Explains doesn't make any money at the moment (and neither does Food in Jars), so we don't have to pay for the $300 business privilege license.

However, this isn't a 'blog tax,' rather it is a license for running a business within the city limits of Philadelphia that has been on the books forever. If a blogger is making money, their blog is a business and they should get the licenses (and pay taxes on that money). I think it is silly for the city to enforce this on people who are making $10 a year, but it is the letter of a long standing law (which freelancers and small business owners in Philadelphia have long followed).
