Because you keep making eyecontact with the unwanted one. Avoid eye contact, pretend you are someone else, ALWAYS look down, and have something to distract you. If this fails, say something rude and uncalled for loudly directed at the unwanted one. It will make him let you be for a couple of days. Repeat process each time.
