Because my older sister and my younger brother don't share the same mothers. My parents decided to move after 2 years of living in Japan, but once my parents got a divorce, my dad went back to Japan and now has a family there. So my older sister and younger brother were born and are raised in Japan. While I'm raised in Hawaii.

Appropriate or not, it depends on what the girl thinks. So it may be appropriate to one and not another.
It's not necessarily about character or personality that I look for when I think about if he "deserves" to have sex with me. I just know if I want to and if I trust that person. But just because a guy does have sex with me, it's not because he "deserved" it; it's because I accepted him and felt that we both mutually wanted to have sex.
