Sure. It is the old Nature versus Nurture argument. The truth is both play a role. But over the years academia has emphasized the "blank slate" theory - meaning everyone is equal and biology plays no role. We now know this is false. We are now realizing that biology plays a greater role than the environment.
For example, the behavioral differences between men and women are based on real biological differences, not cultural conditioning. -
IQ is not everything. Innate behavioral traits (which I believe to be genetic) are also key.

There are three primary races - Caucasian, Mongoloid and Negroid. Under each of these three there are many sub races. For example, the ancient Egyptians were White but they were not Aryans. Greeks were Aryans.

1) IQ / Behavioral Traits of the population
2) Religion / Cultural Restraints
3) Government
4) Natural Resources -
Sure. But the IQ and behavioral traits of the people are the PRIMARY reason for the wealth of the nations.
