hi!!i want to ask a question.the O.P.I.'s Black Shatter can be applied only on opi's nail polish or whatever i want??thx.greetings
Black Shatter is a top coat, meaning it can applied to any base O.P.I. or otherwise and will have the same "break apart" finish. It is similar to an old Cover Girl polish (circa 2000) called Crackle Lacquer. I can't wait to try Black Shatter on all my polishes :)
