It's very hard to get accepted at Adsense. Is it also hard to get accepted at Adwords? I searched "how to get accepted at Adwords" and I don't see anything helpful. I guess they accepted anybody with money?
In my experience, it's not hard for sites to be accepted by AdSense, provided that they offer original, quality material, and that their content is actually worth being read.
The problem is that many potential AdSense publishers think that they can get away with putting together a site that has nothing but rehashed articles that are also available elsewhere online.
It's not a question of money. It's a question of content. If Google looks at your site and finds that it's lacking in that regard, chances are that therein lies your issue.
