I wonder why you mentioned the last sentence when it applies to the other option as well. We also can't get others to always keep their word.
Honesty. I think it's a larger sphere which 'keeping one's word' only happens to intersect with. It is a huge requirement in the 'giving your word' part. I deem the 'giving' as more expressive of one's character than the 'keeping.' I have nothing against keeping one's word. I just see it necessary to have been honest about it when it was being given. Keeping ought to just follow..=D -

I see it pathetic to treat another person the way you are treated. To be respectful should be a characteristic independent of the behavior of someone towards you. This is very ideal, but a respectful person shows respect despite being disrespected. Don't let others make you drop your principles by their merely showing their lowly ways of living.

Generally, I'm bothered about the would-be effect of this bill to the mindset of the people. I don't think it is the government's job to solve what is, in the first place, a problem caused by lack of discipline. It should assign to itself the task of providing a society conducive to flourishing, and not merely surviving. -
