It depends on the conditions surrounding the race. As you know, turtles and penguins are not professional track athletes. Because of this fact, they do not face each race with the usual marathon essentials (pacing, regulated breathing, and endurance training) or sprint must-dos (muscle surge, quick breaths, and power training). Oh yeas, my dear, it is a different race world out there when turtles and penguins decide to hit the road for a good ol’ game of tag.
Please allow me now to answer your question by citing scenarios that will inevitably give us a different winner every time.
Scenario 1 – Crossing the Verde Island Passage
Contestants: A Hawksbill Turtle and an Emperor Penguin
The Verdict: Turtle wins!
Rationale: The Verde Passage is home to the Hawksbill Turtle and so he knows his way around strong currents, multiple sea wrecks, underwater walls, and a cornucopia of marine life causing much traffic under the sea. On the other hand, there could only be one reason for an Emperor Penguin to be in these parts whilst her partner has an egg in his brood pouch fighting the bitter cold in Antarctica. That is, to eat. Therefore, once the race horn is blown, the Sea Turtle rushes towards the other side while the penguin dives 900 feet below the surface in search of big fish.
Scenario 2 – From pole to pole
Contestants: A Loggerhead Turtle and a Chinstrap Penguin
The Verdict: Penguin wins!
Rationale: While there is no doubt a turtle can survive tropical weathers, it cannot, however, withstand subzero conditions. The penguin, in contrast, is a master of the ice while in warmer climates could simply dive to deep water and tell heat stroke to eat his dust (or splash).
Scenario 3 – Last one to Pluto is a rotten egg.
Contestants: A Giant Tortoise and an Adelie Penguin
The Verdict: Turtle wins!
Rationale: It would take too long. A Giant Tortoise can live up to close to 200 years. The longest possible lifespan of a penguin is 50 years.
Scenario 4 – 400-meter individual medley
Contestants: A Green Sea Turtle and a Gentoo Penguin
Rational: Gentoo Penguins can reach speeds of up to 36 km/h. A Green Sea Turtle, in comparison, can only swim up to 8.75 km/h and is utterly incapable of swimming the backstroke.

I would never even attempt this as it is lethal when done by untrained hands...But to answer your question, I'd invert my spikes to point towards me the very second the "puff" is triggered. Upon contact to my skin, the spikes will release a hefty dose of tetradotoxin. That will ultimately poison me with a compound 1200 times deadlier than cyanide, which you get from tomato seeds, by the way. Question answered, no more puff and well, no more me.
