Although I haven't grounded myself in what type of economic system is best yet, I'm pretty certain all form of the state would violate it. Use and occupancy, Lockean appropriation, free movement of persons and goods; These are all things that have merit, but the state is not generally compatible with any of them.

I don't believe they can be reconciled. Problems with religion and Islam aside(like, you know, skepticism), it would take a moderate(cherry-picky) interpretation of the Koran. Good luck to her anyway. -
