The best, least expensive way would probably be through email. Perhaps a weekly, bi-weekly, or monthly eNewsletter. And email blast for special announcements if needed. I still prefer printed mailings, but I would have to believe that they're not cost effective.

Kidnapping Lloyd Kaufman (but in a fun way)* and making the ransom announcement on CNN. The ransom being that viewers must surf to http://www.troma.com/ and Lloyd only gets released after 1,000,000 unique page views. By "fun way of kidnapping," I mean taking him (consensually) to Disneyland and not telling anyone about it.

Not sure if it's the best way, but one way worth considering is outdoor cinemas. Many towns have free (thus well-attended) outdoor showings in the summer. Perhaps find out who's organizing them for various places and offer them a free DVD if they'll commit to a particular show date. Odds are some of the attendees will be converted and order the DVD afterward.
