Hmm, after reading about the bill on Wikipedia, I'd say that I mostly oppose this bill. Although I'm sure the people who wrote it have good intentions, but I think they are going about it the wrong way. So here are my main points on why.
1. The government should not be concerned about population growth because in general it is good for the economy and the country as a whole. Poverty causes higher population growth, not the other way around. If the government wants to reduce poverty, they should address the true causes of it.. which would be bad economic regulations, taxes, and government corruption.
2. The government should not be funding contraceptives because I think access to them would be about the same if paid for by individuals or charities. I have a hard time believing that people can't afford them since they are so cheap here in the states. However if in fact people there can't afford them, then there is a problem with economic policy that needs to be addressed.
3. As for sex education, let the parent choose if their child is taught sex education or not... This ties into my views on education in which I believe that schools shouldn't be run by the state, however they should be funded in the form of vouchers, which will allow parents to choose which school to send their children to.
4. As for funding of care in birthing centers. The government should not fund this either, instead they should give tax incentives for people to donate to charities instead. That way charities should have enough funding to help the people who need it and they can do so more efficiently than the government would be able to. -
The right time to have a loving relationship is when you are psychologically mature enough to understand who you are, what you want, and what it means to commit to someone. Age is irrelevant.

Probably Mr. Belin because he made learning fun, and he tried very hard for his students. Also he had very practical views and could see the big picture. He proved that when he ran for congress.
