Hmm, well of course I would definitely establish a friendship before even asking someone to go out with me. Just ahnging around someone in a friendly environment is a very good start, and if things are looking good, start spending alone time with said person, like dinner dates or movies. Then if you feel like it may go somewhere, dont be afraid to ask. Even if youre declined, at least you have a good friendship base to back up on with that person. Dont get upset if they decline you though, there are plenty of people in the sea and theres someone out there for everyone. :D
