If she's dating someone else I think letting her know that you have feelings for her but completely understand that she's in a committed relationship and leaving it at that is the best course of action. You might be shocked to hear she has the same feelings and her relationship is ending anyway. Quite unlikely though! The key is not to be a dog and hound her about the issue once you've said your piece. Show her respect for her choices, including her relationship. (The only reason I even suggest telling her is so you never spend your life wondering "What if???")
About the other question, I guess if you're just looking for casual and rather meaningless sex there are tons of hookup websites out there (if you're tired of the bar scene... I've never seen that work well) and even iPhone apps for that!! Plus you have the best pickup line ever honestly... You don't want to deploy 'to war' (you didn't mention where you're deploying to) still a virgin. (That worked for millions of men going into WW1 and WW2!! Oh boy did my grandma used to tell the stories!!) You want a great, sensual and sexy night to look back on while you're there. I think many a quality woman would be interested. (I NEVER give out this kind of advice [literally never ever have]! but take it as my token of appreciation for serving your country!!) Seriously, I'm honored so much by the troops! So proud of them in general!
If you want something meaningful however, you have time to begin forming that. The biggest question for you is quick and easy (and fairly garunteed) sex - or, attempting to form a relationship (no garunte there! But could be much more meaningful now and in the long run). If you really want a relationship then start going places where you would meet people with common interest. There are more recommendation like/about this all over the web.
