I think, if anything, it's a promising sign. The more they get to work with each other outside the band, where each person gets to do things the way THEY want to and without pressures of a label, the better they'll understand each other -- and when/if the time comes where they all get the "Tally Hall Bug" again, they will approach it very differently, with a better understanding and respect for each other's processes.

The response depends on a human, most likely Joe, and will take as long as it takes for him (or her) to get to your order. Sometimes less than an hour, sometimes a couple days. You will receive an email from the administrator of the hawaiipartii website with an .m4a file attached.

They've not made any official announcements, but the general belief is that they're putting the band aside for now and doing their own things. Whether they ever pick up again together remains to be seen (this statement should not be interpreted as ominous as it sounds).
