sure. it's one of the oldest environment directives and back in the early 80s, it was so strict, member states only adopted it because they thought they wouldn't have to comply. (the salmonella limit values were impossible to implement due to bird shit!) today, more than 90% of eu bathing waters have a "good" status under the directive.
