As far as mentally handicapped, as long as it isn't too severe, children will figure out how to learn and grow in a regular school environment. My older brother is ADD with a learning disability and he struggled quite a bit. Up until 8th grade, he was in private school, and he wasn't doing well at all. Then, he switched over to public school, and over time he figured out what works for him. Now, he's double majoring in political science and economics and he has a 4.0. But, if a child is severely handicapped, I believe that he/she deserves individual attention.
