The community.
The PHP community is made up mostly of tinkerers and hackers. Even the people that move beyond this capacity to become programmers don't look outside their own ecosystem.
For this reason, ideas happen elsewhere. The frameworks for Ruby and Python are leaps ahead of anything PHP has come up with for a reason... the PHP community only copies, belatedly, good ideas. They rarely come up with their own. And sometimes, not even that if they can't be bothered to check what other people, with other languages, have done.
