I need to revise. I think it means that they beat from an innately, ie. they don't need an external stimulus to beat?

Because I have less shielding, a smaller nuclear radius and a larger number of protons. Thus my outer electrons in the 3p sublevel have a stronger attraction to my nucleus than yours.
