Would largely depend on pre-existing familiarity. If unknown I'm sure one will apply some interpretation based on previous personal experiences as well as to the degree of actual decipherable characteristics of the symbol. So both semantics and syntax are factors, depending on the observer. I don't think any man made creation holds unconditional inherent meaning, as the interpretation always depends on the receiver, as was the case when it was created.
