They both have to be blamed. I just moved to Singapore and i've noticed that for each institution there are all kinds of students. At ITE, some students choose to change their lives and they look at every opportunity as a bright one and thus they behave appropriately. However, some of the others are probably sick of their lives, thinking YOLO, and thus they don't behave appropriately. The sad truth is that from JC to Poly to ITE, the academic capability of a majority of the students decreases. This is how society sees it and when society sees kids from ITE misbehaving, they think it's because they are the least educated, similarly for Poly, thinking they're not academically gifted enough, and they generally look up on students from JCs, because they see them as the most educated batch. Society does not consider the fact that the new generation has different interests and some of them actually want to go to polys and stuff even though they have high enough academic qualifications to enter a JC. So I think that both the students and society are to be blamed for this because the students are square one, and the rest is left to society, and whether they want to consider academic qualifications as a contributing factor for misbehaviour.

Hmm is this the one that's been around at community cnters that I forgot the name of?
Well I can sit through one, but definitely not without feeling disturbed, because society is evolving and we are evolving to accept morals and sexuality and races because we respect each other more and are more sophisticated in our manner. So it's do-able, but definitely disturbing.
