Nothing has changed. While it is still not categorically illegal, all the same legal issues that existed three years ago are still there. The FCC has no motivation to change the rules on this, after all.

I haven't noticed anything in particular. I don't know of a good objective metric for measuring the quality of search engine results anyway, so I'm not sure how'd I notice unless Google started giving me documents that didn't even match my search terms, or something equally silly.

I don't really know who Bieber is, so I can't answer that. I mean, I've heard the name and assume he (you did say "his" so I assume he's male) is a celebrity of some sort, but beyond that I don't really know.

Looks like I need to remind people that my repeater listings (at http://ab9rf.com/repeaters) are aggregations of listings from other sources. I'll have to write a post on this topic.
On my list of Things I Really Should Do Sometime Soon is adding the ability to tag data in that database as "inaccurate" so that it will be suppressed for publication. This problem is more difficult than it appears, which is why it hasn't happened yet.
