It really depends on where you live. If you were living in the States, it's a giant mixing pot so there is no such thing as a foreigner as long as you have current residency. However if you were in let's say China, yeah, you'd be a foreigner. In the case of the States, no one really considers you a foreigner unless you don't live here....or at least that's my mindset (and I think the rest of California)
