Okay, to start with, what you are describing with your foreskin sounds like Phimosis, which is a male condition where the foreskin cannot be fully retracted from the head of the penis. Most men can actually live with it, but, for some, they find it uncomfortable and sometimes painful. There are, both, surgical and non-surgical ways of dealing with this.
Surgical methods consist of the removal of the foreskin (circumcision) or a minor operation to let out the foreskin (either a dorsal slit or preputioplasty). With a dorsal slit, they just make a single incision along the upper length of the foreskin from the tip to the corona, the edge of the head, which exposes it without removing any tissue. Preputioplasty is sort of a cross between circumcision and a dorsal slit, but doesn't fully remove the foreskin. This is the method that most people go in for, because it is relatively painless and there is a very short healing time.
Non-surgical methods are topical steroid cream, such as betamethasone, which can take up to 2 months to narrow the foreskin. This is quite popular and some see it as replacing circumcision in the future. Also stretching of the foreskin using specialist tools.
You should talk to your GP and never be ashamed to do this, as he will refer you to a specialist who will be doing this sort of thing all day long and will know ho to put you at ease. You can request a male doctor should you not want a female doctor to look at you.
RE: The condom question. You can buy condoms that are longer than your average condom and, if the condom is loose and "bunches", you may want to get ones with a smaller girth. Having a foreskin that doesn't retract should not cause any problems with condoms. When they instruct you to "retract your foreskin before rolling on a condom", this is mostly just to allow the foreskin to slide back and forth over the head of your penis more easily during intercourse, as you would be able to if you could pull your foreskin back. What you should do is, try to keep about a half-inch of the end of the condom with the air squeezed out, between your finger and thumb before you roll the rest down the shaft of your penis. But, I guess the best thing you can do is buy a packet of condoms and experiment with putting them on and masturbating to see what way feels best for you personally. Some people recommend putting a TINY amount of lube around the end of your penis if possible before you get erect and before you put the condom on. -
Thanks! It isn't illegal to think things. Just to act on them. No sex with anybody, regardless of whether they are women, men, girls or boys is worth going to prison for. Keep that in mind.
