While I do believe that Socialism and Communism could work if applied properly and lead by a good and careful leader, I do not support the system fully. I believe that its a good start of a nearly perfect government system, but until it is modified heavily by a Constitution of Rights and a set of limits on what the federal government can do, then it might be a workable system.

Read a bit of Lexicanum on the Races. I'd start with the Imperial Guard or Space Marines, as they are easy to understand. Gradually branch out your variety of research, and you'll eventually discover plenty that you need to know to play.

Its the opposite. Warhammer 40k is a board game that came out with its 1st Edition in... 1982, I believe. Not sure the dates. Dawn of War is a video game RTS series set in the same universe, the first of which came out in 2004. Starcraft is heavily inspired by Warhammer 40k, which is why I don't much like it(many people ask this question after one like this.)
