People are usually allowed to create a new account when they got banned (unless, of course, they were ip-banned or in general banned for something very serious).
It is always a good idea to report wether it was something serious or not so we know who they are. Because if they keep breaking the same rules they broke on their old account, they will be given far less chances before they get banned again.
