Depends on where you live and how you define love, but otherwise I'd say it's totally normal. In fact, having a crush, that is, being in a state of infatuation with someone, is considered a form of love.
Love itself is sort of a catch-all term and comes in several stages. Most couples move from thinking it's a 'crush', to mutual infatuation ('passionate love') to something more akin to familial love (if they get that far).
Love also rarely comes in the form of thunderbolts and arrows. Generally it begins as a feeling of mutual attraction, what's called 'chemistry', followed during dating by mutual appreciation and admiration. Over time, the initial infatuation can start to fade, and it becomes a matter of open communication and comparable maturity for both parties if the relationship is to last--i.e. if both are going to stay emotionally 'in love'.
You're 21 and I don't know how many relationships you've been in or what sorts of books/media you've consumed or how much time you've spent thinking about this. Generally though, I'd say that so long as you're willing to take the risks and pursue your crushes, you'll find yourself falling in love with someone special in no time. Good luck! -
