Whether or not they are 'too sensitive' is irrelevant: If you offend someone you have failed. Why do I say that? Because all speech is meant to share something. If someone is offended they stop listening to your message. Therefore you failed to deliver your message to them.

I would agree that many people get offended way too easily and that is partially their problem. But if you are trying to tell someone something, you should be careful not to offend them, especially if it's very easy.

Generally it means some sort of state of being fucked up. Around here crunk refers to being both high and drunk. Where I come from it's more about using weirder illicit drugs like Purple Drank (soda and codeine and promethazine).
