Depends on the person. I know some editors/writers/artists don't mind looking at stuff via Twitter, but there are others that see Twitter as a release from their day job & just try to have fun on Twitter as a forum for thoughts, not personal creative feedback. Me personally, I don't look at samples given to me over Twitter. I'm too busy thinking about football and keeping my bulldog from eating my remote.
