umm, Don't think that there is any app like that, actually you can't downgrade it if you don't have SHSH files saved, and sometimes I downgrade my iPod to make it fast only.

Because you dont have the source of it, here go to Cydia>Manage>Sources>Edit>Add : http://apt.xsellize.com/
then go to search and search about springjumps and it will be shown
