I'd love to run some Canon building stuff, but I'm still trying to suss out just exactly what I can and can't get away with yet. When Vodo returns from his LoA, I imagine he'll be on top of that though.

Honestly, I don't know that I can answer that. There's a LOT of characters that I absolutely love. Like, take Sai for example. His character is just this icy cold dude, with this keen analytic mind, but he's delivered so well. Macron, well, c'mon, he's Frank Miller's Joker, but not like the writer ripped him off so much as that's the best way I could describe him. There's a lot of fun to read in him. Lynyrd is another I like because there's so many people going this really like, occult, esoteric route, but Lynyrd is a really refreshing Jayne Cobb type. Methyas I like because, before his writer and I decided our characters were related, the character was already written like Mirado's brother.
That's just a few, I could waste your whole day telling you about the characters I like, and why I like them. -
It's not so much what he didn't do that I would've wanted him to do so much as I wish the technology used to create the prequels was available to create the original trilogy. I would have LOVED seeing Luke and Vader square off in their duels using the created forms, as well as seeing Vader NOT fight like he was a lumbering machine and nothing more.

Well, I think the first part of this answer is to point out your own statement of "Topped Out." Is that really ever a thing? After all, we're taught in martial arts, from white belt to black, it's all about what martial arts gives to you. From Black Belt on, it's all about what you give back. There's something similar that can be drawn from the DJB. At Journeymen, it's all about what your clan/house can do for you. At Equite, it's all about what the DJB can do for you, and what you can do for clan. At Elder, it's all about what you can do for the DJB.
So, topped out really shouldn't apply. It's that attitude that means there's elders and equites sitting on a roster, doing nothing, because of an attitude of "Why should I bother, I won't get anything for it. I'm topped out."
Sai took this a step further. At the cusp of reclanning, a Quaestor, Aedile, Rollmaster, and BTL got together, only the Quaestor having any real, long term, large scale leadership, and put together a proposal which served to return us to Clan status.
There was a huge celebration, people who did NOTHING to help clapping one another on the back, cheering and dancing in the streets like V-Day, and then... poof. Silence and inactivity, two things which didn't do much to help us KEEP clan status, as it's been proven, it can be given, and taken away.
Now, what can be done to help? Pretend for a minute that the phrase 'topped out' has no meaning, because, as addressed it doesn't. Keep doing things. Too many people are relegating themselves to 'Vendetta level' participation only. Sure, there's a war coming up, but what about before that? Stuff is going on. We've got an in-clan event happening, why aren't there more people DJK or better stepping up? There's a LOT of journeymen that could benefit from the experience of the upper EQs and Elders, but so far, ONE upper EQ has the stones to volunteer themselves.
I guess, what this boils down to is, we need more people of long term experience to be more available, and not just sitting on a roster for no good reason. This isn't just for CNS. Every clan/house can benefit from this. -
There's two, actually. Sorry, you're getting them both.
#1. There aren't enough guidelines on the awards a player can receive, meaning the interpretation of who gets what is wide open. It seems sometimes based more on mood than on achievement. Also, it seems like the more wordy the recommendation, the more likely said award is going to be granted. I'm much more fond of the "Dude did this stuff, according to the wiki, that means he's allowed to be awarded a Steel Cross." recommendation.
#2. Elders and upper Equites sitting on a roster, and doing NOTHING for their House/Clan. -
Hrm. Both fell to the Dark Side and were redeemed. Both were pivotal in the course of the wars in which they came up. There's a lot similar between them, but if I had to choose one, I'd say Vader. His story was more interesting, and he didn't kiss his sister.
