I think it depends on the type of "overly sexually explicit" and the scenario in which it is happening. I think there are those that are truly just very apologetically sexual and are open about it and sometimes their comments shock other people. Then I think there are also those that are insecure sexually. I also think the way things are expressed are different between the two, where someone who is simply a very sexual being says things off the cuff - such as talking about giving a blowjob like it was going down the street to get ice cream - and those that come across as almost (or are) bragging, which tend to be the sexually insecure types.
