I can't honestly see why they would need to on a grand scale, but if they had to cut out parts in certain areas, I certainly don't see why not, as long as places that could potentially need it like Hospitals (maybe? I don't know. I don't work in a hospital) had enough to maintain its systems. Or whatever. Basically as long as it had no way of harming civilians, yes.
