Now I am curious... in the course of stopping someone collatoral damage is often sustained. Who pays for that? If the stopper was directly responsible for some of it should they be held accountable?

If violent behavior promotes other violent behavior... then how will "heroing" ever solve anything? Most of the time you have to stop the alleged criminal using force after all. Do you try to talk them into stopping first? Is non-violence possible?
