Hmm I think it's about the person's own choice? Lik whether they're ready or they know how to protect themselves. If they are not, probably they shouldn't do it then and if their partner force them to do sex they should totally break up and find someone else who'll love them enough to not force them. And I personally feel that until you're 18 and above then you'll have a better idea of when is the right time, when you're 12/13/14/15 you don't even know how to do your school homework then how can you be sure you're doing a right thing?
