I'm not sure.. I kinda wouldn't consider them facial hair... as i tend to think of the lower face (anything below the eyes) as facial hair.. On wikepedia it says that men may style facial hair into beards, moustaches, goatees or sideburns. so, to answer your question, I'm not sure if hair on your forehead is considered facial hair.. but I would think not.
