Yes. I always doodled and aped my favorite artists, even as a pre-teen. I used to attend local monthly comic-cons and get pointers from the artists in attendance. I learned a bunch.

This is a combo of sage advice and personal experience. Draw everything. Look at what your favorite artists and try to incorporate the elements that you enjoy into your own stuff. Always strive to get better. Try to figure out what area you'd like to specialize in, start a tumblr, make a web comic and build a following, then, if you go to college, intern at a studio and maybe you'll get work.
If you work hard and stay a decent person...good things will happen. -
