I would give them benefits as long as they don't act up. I would make them attend classes for education, anger management, skills, etc for when/if they enter the normal world.

They would be monitored 24 hours a day with an hour of scheduled exercises. No weights over 5 lbs. Always outside unless weather says otherwise.
Their diet would be strict, consisting of pretty healthy food, no sugar or coffee would be allowed.
Only medication prescribed by a doctor.
Medal detectors everywhere.
Random searches once a week, each cell.
Leg chains only come off when it's time for exercise.
