It's a tough question on a subject I don't know much about. Inavding any country that poses a terrorist threat and putting restrictions on methods of travel as soon as they're used for terrorist plots is certainly not the right way to go about it. I think a wider understanding of democracy and a healthier relationship between the US and the Middle East would be the key (though I don't know how those could be brought about.)
