Click on any layout you like and it should say "Hide everything" for 2.0. -

1. Start with a new document.
2. Make the size 800x195
3. If you want a colored background, add color with the paint bucket tool.
4. From here you can add photos and pictures and text.
Sorry, there isn't that many options with the program paint. -

You need an editing program like Photoshop (recommended), paint, paint shop pro, photofiltre, etc. I can't tell you how unless I know which program you're using.
