If that woman has a boob job, then it is for her personal comfort. It's got nothing to do with people's observation skills. If people are going to stare, they are going to stare regardless. Nonetheless, some women get boob jobs to flaunt, and that's their choice - they have to face the consequences for their actions. If people staring have got nothing better to do than stare at a boob job, that's their prerogative. But, in general, I don't think that if a woman gets a boob job, then it is an open invitation to look at them. It is how the woman exhibits that boob job, is what matters most.
